
Born on March 30, 1966, in Ankara, Dr. Serdar Çam completed his primary education in Libya and France due to his father’s role at the Ministry of Foreign Affairs. He later attended the Turkish Maarif College in Nicosia for his secondary education. Çam graduated with a degree in Chemical Engineering from the Middle East Technical University and pursued postgraduate studies in Germany and Belgium. He also earned a master’s degree in Business Administration from Boston University and a PhD in International Marketing from Marmara University.
Çam began his professional career in 1992 as an Assistant Specialist at the Undersecretariat of Foreign Trade/Central Anatolian Exporters’ Association. From 1994 to 1995, he worked as a Research Assistant at Kırıkkale University. He then served as Deputy Secretary General of MÜSİAD between 1995 and 1999. Following this, he worked as a foreign trade manager for private companies in Switzerland and Istanbul until 2002.
Dr. Serdar Çam served as the Chief of Cabinet to the President of the Republic of Türkiye, Recep Tayyip Erdoğan, during Erdoğan’s tenure as Prime Minister from September 2002 to August 2009, working in his office at the Turkish Grand National Assembly. He also served as Chief of Cabinet to the Presidency of the Grand National Assembly of Türkiye from 2009 to 2011. From 2011 to 2019, he was the President of Turkish Cooperation and Coordination Agency, which was then affiliated with the Prime Ministry of the Republic of Türkiye. Additionally, he was a member of the Board of Directors at Vakıf Emeklilik from April 2016 to June 2020. Since 2015, he has been a member of the Board of Trustees at Akhmet Yassawi International Kazakh-Turkish University.
Serdar Çam was awarded the Macedonian Order of Merit by President Gjorge Ivanov of North Macedonia in 2019 for TİKA’s contributions. He also received the “Golden Order of Excellence” from President Mahmoud Abbas of Palestine in 2016, the “Order of Merit” from Hungarian Prime Minister Viktor Orbán in 2017 and the “Jubilee Medal of the 25th Anniversary of the Independence of the Republic of Kazakhstan” from President Nursultan Nazarbayev that same year, commemorating the 25th anniversary of the independence of the Turkic Republics. Additionally, Çam was honored with the “Turkish Patent Institute International Public Brand” award from President Recep Tayyip Erdoğan in 2015 and the “Gazi University Mediterranean Basin and African Civilizations Application and Research Center Institution of the Year” award, presented by First Lady Emine Erdoğan in 2017.
He was appointed Deputy Minister of Culture and Tourism of the Republic of Türkiye by Presidential Decree No. 30750 on April 19, 2019.
Serdar Çam is proficient in English and French and has basic knowledge of German and Arabic. He is married with three children.
