Having started his career in 2000 in İstanbul, Serkan Kayalar worked as an expert and executive in the private sector until 2010.
Moving from the private sector to the public sector in 2011, Kayalar served as the Chief of Cabinet to TİKA President until 2018 and during this period, he also actively took part in the activities assigned by the President within the framework of the Statutory Decree numbered 656, which was oriented toward restructuring the institution in 2011. Kayalar conducted many projects and programs abroad and was responsible for the monitoring and coordination of internal project processes on behalf of the President. Between 2014 and 2018, he also served as the Press and Public Relations Advisor to the Prime Ministry.
Afterwards, Serkan Kayalar was appointed as the Vice President of TİKA responsible for the Technical Office, which is affiliated with the Department of the Middle East and Africa along with all of TİKA’s engineers and architects. He was then appointed as the Acting President of TİKA on April 22, 2019. He was appointed as the President of TİKA in accordance with Articles 2 and 3 of the Turkish Presidency Decree No. 3 published on January 2, 2021. Kayalar is the Member of Board in the Turkish National Commission for UNESCO.
Mr. Kayalar, who was born in 1980 in Istanbul, completed his primary, secondary, and high school education in the same city and graduated from the Department of Social Anthropology under the Faculty of Languages, History and Geography at Ankara University. Kayalar, received his master degree from Ankara Yıldırım Beyazıt University, Department of Sociology, and he is continuing his doctorate studies in Sociology at Hacı Bayram Veli University.
